Tom,
I have made riding boots on both boot lasts and shoe lasts with a good result. If you are using trees to block the boot I can't see any reason to use boot lasts since the boot will get the same shape as the tree no matter of which last you are using.
If you look at Photos - Janne Melkersson there is a pic of a Husar boot which is made on a shoe last and no tree is used for blocking.
